Who has to use Smart Invoice?
The requirement came from the 2024 National Budget, when the Minister of Finance announced electronic invoicing. According to ZRA's FAQs:
- VAT-registered businesses had to register and start using Smart Invoice by 30 September 2024. ZRA's deadline notice said "standard penalties will apply from 1st October 2024".
- All taxpayers "are required to use Smart Invoice to issue electronic invoices", according to the FAQs. Any business registered for VAT, Turnover Tax (TOT), Insurance Premium Levy, Tourism Levy, excise on coal and electricity, Rental Tax or Income Tax can register.
- No monetary threshold. There's no minimum turnover to register.
- Businesses on old Electronic Fiscal Devices (EFDs) must move to Smart Invoice and return their EFDs to ZRA.
- Businesses with accounting packages or ERPs must integrate them with Smart Invoice; previously approved systems aren't exempt.
Enforcement so far has focused on VAT-registered businesses. But even a small business on turnover tax will find VAT-registered customers asking for a Smart Invoice, because a manual invoice is no longer a valid tax invoice.
Which Smart Invoice option should you use?
ZRA offers four solutions:
| Option | Best for | Device | Cost |
|---|---|---|---|
| Mobile app | Turnover tax and rental tax payers only (not VAT) | Android 8 or higher phone, tablet or PDA | Free |
| Desktop and tablet app | Any taxpayer without an accounting package (small, medium or large) | Windows 10 or higher | Free |
| Online Smart Invoice | Service businesses issuing few invoices (e.g. lawyers, contractors) | Web browser, needs constant internet | Free |
| Certified/approved invoicing system | Businesses with an accounting package or ERP | Your own system, linked through ZRA's VSDC | You pay integration costs |
How to choose:
- A market trader, salon or small shop on turnover tax: the mobile app.
- A VAT-registered shop or wholesaler without accounting software: the desktop app. It also manages stock and lets you bulk-upload stock items.
- A consultant, lawyer or contractor sending a handful of invoices a month: online.
- A business already using an accounting package (Sage, QuickBooks, an ERP): integration. ZRA publishes a list of vendors that have already integrated.
You can switch solutions later if your business changes, but ZRA allows only one installation per TPIN on a device. If your business isn't registered yet, start with PACRA business name registration and register for a TPIN.

How Smart Invoice works day to day
- Every sale gets an e-invoice with a fiscal signature and QR code. Customers can scan the QR code to check the invoice is genuine.
- Prices go in VAT-inclusive for standard-rated goods and services, unless they're exempt or zero-rated.
- Mistakes are fixed with credit or debit notes, not by deleting invoices.
- Payment mode (cash, cheque, card or EFT) can be recorded on each invoice.
- Foreign currency invoices are possible in US dollars, British pounds, euros, Chinese yuan and South African rand, with kwacha as the default. You set the exchange rate.
- Export sales are supported for VAT zero-rating. Customers with zero-rating LPOs must still provide the LPO.
- Offline use: desktop and mobile invoices can be issued without internet but must be uploaded within 3 days.
- Printing is optional: invoices can be emailed, or sent by SMS link from the mobile app, or printed on a Bluetooth printer.
What happens if you don't use Smart Invoice?
ZRA is prosecuting. In August 2026, Suhel Moosa, trading as Mobile Monster, pleaded guilty in the Lusaka Subordinate Court to failing to use an electronic invoicing system to record sales and failing to issue tax invoices through an approved system, under the VAT Act and the Value Added Tax (Electronic Invoicing System) Regulations. The court fined him K125,000, payable immediately, or three months' simple imprisonment, ZRA announced.
ZRA said its inspections in Lusaka found businesses "suppressing sales through non-use of Electronic Invoicing System" and warned that non-compliant businesses "will be prosecuted". Beyond prosecution, standard penalties for non-compliance have applied since 1 October 2024.
Common Smart Invoice problems and fixes
- "I'm on turnover tax, so it doesn't apply to me." ZRA's FAQs say all taxpayers must use Smart Invoice for invoices, and the free mobile app is designed for turnover tax payers.
- Choosing the mobile app as a VAT business. The mobile app isn't suitable for VAT-registered taxpayers. Use the desktop, online or integrated option.
- Two businesses on one laptop. Only one TPIN can be installed per device.
- Forgetting to sync offline invoices. Upload within 3 days.
- Paying someone to "register" you. The ZRA solutions are free. You only pay for integration if you have your own accounting system.
If you employ staff, Smart Invoice sits alongside your other ZRA duties: see PAYE in Zambia for monthly payroll tax and NAPSA. For mobile money payments from customers, compare Airtel Money charges in Zambia. Business registration works differently across the region; Tanzania's equivalent is BRELA online registration.
